Your program is busy. Participation is strong. Staff members are working hard. Yet the organization still feels financially stretched.

One place to look is the program budget.

A budget may capture supplies and direct service hours while leaving out the less visible work that makes delivery possible. For executive directors, understanding those costs supports clearer funding requests and more informed decisions about growth.

### **Start with how the work actually happens**

Choose one program and walk through a typical month with the people who deliver it.

For example, a hypothetical food distribution program might need groceries, packaging, transportation, and distribution staff. It may also depend on volunteer coordination, scheduling, equipment maintenance, and time spent gathering information for funders.

Ask your team: “What has to happen before, during, and after each service?”

This question often reveals work that a simple expense list misses.

### **Include the people behind delivery**

Estimate the staff time required for preparation, direct service, supervision, and follow-up. Include associated personnel expenses where applicable.

If one employee works across several programs, use a reasonable, documented method to estimate how their time supports each one. Review the estimate with them. An executive director’s assumption about workload may differ from the employee’s experience.

The goal is a useful planning picture that can be updated as you learn.

### **Make shared costs visible**

Programs also rely on organizational infrastructure: space, technology, finance support, insurance, and leadership.

Determine a consistent way to understand each program’s share of those costs. The appropriate approach will depend on your organization and any applicable funding requirements. Work with your finance team or accountant when developing allocation methods.

Understanding the full cost of a program does not mean every funder will pay every expense. It helps you see what must be supported across your revenue sources.

### **Separate the cost of delivery from the funding request**

Your full program budget and a particular grant request answer different questions.

The program budget asks, “What resources does this work require?” The request asks, “Which portion are we asking this funder to support?”

Keeping those questions distinct helps prevent a common planning problem: shrinking the apparent cost of a program to match an available award.

If a program costs more than the grant covers, identify the remaining funding sources and whether they are confirmed or still being pursued.

### **Test the assumptions before expanding**

A larger program may require more than additional supplies. It could create a need for another supervisor, a larger space, or a different scheduling system.

Before promising to serve more people, ask what changes at the next level of growth. Estimate the resources needed for that change and discuss whether the organization can sustain them.

Review actual expenses against the budget regularly so emerging gaps can inform decisions.

### **Use the budget to lead**

A clear budget gives your board, staff, and funders a more complete understanding of what your mission requires. It also helps you decide when to expand, when to seek additional support, and when to adjust the plan.
